jTime is easy on-screen time & money meter. Its counting window stays always visible and can be sized from tiny reminder in the corner up to the fullscreen caption. You can specify price per hour and free time limit.

Within the first minute of running this program, it locked in an infinite loop. It showed a new error message every two seconds regarding not being able to create a file to store a screenshot. It was not easily killed with Task Manager so I had to reboot. Also, it's shareware, not freeware. Deleted.
